Fallout 1 had more meaningful choice (eg. stealth endgame, talking endgame or fighting endgame, while Fallout 2 only had fighting endgame). Pacifist playthrough was possible only in Fallout 1. Fallout 1 had much less unfunny fourth-wall breaking "comedy". Fallout 1 had much better weapons balance, with "rare" weapons actually rare. Fallout 1 didn't have that fucking ant temple.

You can speedrun Fallout 2 faster than 1, without fighting, go to YouTube, learn how to do it.
The real problem with Fallout 2, was some bugs, some quests were VERY hard to do with certain Stats(of course, the pacifier and rightful way), and things like that, also, very quirky gameplay at certain times(you can see in speedruns how people easily deal with the president...without combat mode).
