You are missing the point that it is the people selling them only in sets that makes it impossible to only get 44, not the probability of actually getting 44 at the sales event.
We were merely trying to show for those who actually did try to at the sales event itself, even they too would get much more than 44.
The only way I could think it would be possible is if several wotas all bought dozens upon dozens at the event until they had the 44 combined, then gave them to one wota to use. Who would do that, though?
