Everyone talks shit before a battle, and she clearly holds back or else it'd be PC-98 slaughterfests all over again. She now has a self-described weakness to not killing almost all youkai she fights, even though they've all posed far greater dangers to Gensokyo than the Fortune Teller ever did (Kosuzu herself posed a greater threat).

Reimu caught up to him in no time, he had no chance to escape. And all he did was say to her what Marisa and everyone already know but never say. She's far closer to youkai and non-humans than she ever was to humans. She works for a youkai, lives and plays with youkai, and is best friends with a human that will likely become a youkai in the future. Regular humans and village society doesn't interest her at all outside of her surveillance. Calling her a youkai shrine maiden is appropriate, just not wise.

Only way any conversion method would work period is if he was born outside of Gensokyo and somehow converted prior to somehow getting into Gensokyo, which is more or less how everyone else got a pass beyond "being a girl".
