You must be new here. This is actually not true in the case of Touhou because ZUN very specifically allows it in his guidelines. There are some things you cant do, but selling a fangame on Steam is 100% allowed.

I agree with that sentiment when it comes highly widespread stuff like Steam shit or those stores in Japan who use the 2hu as a way to make promotion for their goods like chocolate.
But doujin festivals are something different in my eyes. That said, I saw 3DPD erotic cosplay shit and a stupid gaijin stand at the last Reitaisai and I started to think that it's only a matter of time before Reitaisai itself is swallowed by greed.
