The consumer unfortunately. In a proper release there would normally there would be multiple rounds of QA and fixes, but it would mean you have to pay someone to do it and it can add up so corners start to be cut. You can see it across most VN publishers with cases like how they have last min engine changes/fixes and they never get tested as a complete product and so you get stuff like the script breaking on a random line else where or an image error. Sekai Project had the most notable example

First, it fails the smell test. Their excuse is that they're hyper competent and completely on top of everything, but a problem that nobody could have possibly forseen resulted in random translated text becoming untranslated, and it needs weeks, if not months, to figure it all out. The far simpler explanation is that it's simply another example of terrible QA in a release that was chock full of QA problems. Editing was shit. Translation was shit. It crashed. Everything was broken. But this one specific problem was definitely something that nobody could have reasonably foreseen happening because it's so unusual.

Second, they've claimed multiple different reasons for it at different times. So pick whichever is your favorite for them making shit up, because they can't have been telling the truth every time.
