Not only is she not allowed to have a partner as a Shrine Maiden.

2. Nobody wants used goods; it will also be bad for her shrine if word spreads.
If she did have one, it would certainly mean the end of the Hakurei bloodline since nobody is going to date used goods, let alone a Shrine Maiden with her walls already mapped and explored by someone else. Well, for starters, the idea of a boyfriend is pretty modern. While Gensokyo seems to be a lot more egalitarian than feudal japan, it is still pretty backwards socially. You're either married or you're fucking in secret. Meaning that anybody genuinely interested in Reimu would have to propose. Which most people would be reluctant to do because: 1: Reimu's shrine has a reputation for being invested with youkai, most villagers are terrified of youkai. 2: Reimu's personality isn't exactly something anybody would view as desirable. 3: She's the most privileged and powerful human in Gensokyo. This basically only leaves two kinds of people that would be genuinely interested in marrying Reimu: Idiots and sociopaths wanting to exploit their position and Hakurei husband. Reimu would decline the former while Yukari would deal with the latter.

I also doubt it's the norm for Hakurei Shrine Maidens to pick a husband. I imagine the youkai sages simply find some willing outsider kid to ensure the continuation of the hakurei bloodline once she's old enough. Using a villager, even a loyal one, is simply far too risky. What if the next generation of Hakurei Shrine Maidens actually starts to sympathise with the villagers plight as a result?
