Either spellcard rules are enforced as a rule of Gensokyo's reality, or they're like some fantastic equivalent of the Geneva Convention - a social contract people abide by because not abiding by it would make everybody unnecssarily nastier.

That would imply the enemy to look at her in the eyes. And let's say when there's multiple bullets flying around, your opponents eyes are the last thing you should be looking at.

That said if you contextualize your ability into an acceptable spell card, it can be allowed. For example, as far as we know Seija's bullshit world flipping is acceptable despite it screwing your movement because Reimu said "yep, okay" to those cards

Not every fight is a spellcard duel. Physical fighting has been canon since the fighters and that one Ibarakasen chapter.

Even though we don't know what the rules to those fights are, there's nothing stopping anyone from utilizing their ability to the fullest and turning Gensokyo into an apocalyptic battleground of godlike powers fighting for control, to gain whatever desire they have. A lot of touhou characters have the means to just skip the formalities and aggress on someone or a group for their own gain, and there's no good reason in place that stops all of them from doing just that.

Really, the only reason is that they're just all so nice to each other, I guess. Good writing, ZUN.

I think you never read the rules. They literally open with explaining why that is now FORBIDDEN:

The point is these actions can have immediate retribution. Just because one character could hypothetically take down another for some reason doesn't mean they could automagically get away with whatever they wanted. There is nothing to be gained by making enemies of everyone and there are easier and less risky ways to attain goals than psychopathic violent means that can potentially shake their own livelihood, so why does this always come down to this dumb "I could just kill everyone and that solves everything" nonsense. Every time someone makes these kinds of criticisms I really have to wonder how they think these scenarios would "realistically" work out if "written well".

People describing Gensokyo as "everyone is just nice and trust each other for no reason" also makes me wonder if they know the material they're talking about at all.

I honestly don't think that is even a point necessary to defend, especially because it depends so much on theoretical situations that may or may not have solutions we simply don't know about. You have to assume there are no plans for no particular reason. I imagine it wouldn't be too difficult to write solutions that Yukari etc has behind the curtain for these scenarios, but I don't think ZUN should have to write this just to stave off this kind of criticism. I also don't think it would be unbelievable for none of these crises show up within the lifespan of the series, so why bother addressing it?

One could even envision an interpretation that the reason the oni are in Former Hell is because their way of life couldn't jive with how Gensokyo operates and in order for some more headstrong oni to not brutally fuck everything up they made a deal and were given Hell, which isn't even that crazy to consider. The Vampire Incident is also a soft version of this.
