I wish they did, but 4C misses at close range, and I have to mind-read for it to actually work. If I try to react to a superjump with it, it's already too late. A scrub is someone who just refuses to play the game right. They call people cheap for playing to win, enforce their own rules to the game (rules that are NOT programmed into the game) and usually kick or refuse to play with people they know are better than them. A scrub can be a n00b, but doesn't have to be (a n00b is someone who absolutely refuses to learn from their mistakes, refuses to admit they even made a mistake, and is a general annoyance to the majority of the gaming world).

Some good examples of Scrubs are people that get upset when you play as certain characters in fighting games, (Ryu/Ken/Akuma in Street Fighter, Lili and Eddy from Tekken 5 Dark Resurrection online, etc.), people who complain about "campers" (snipers) in shooters, etc. There is a website with a very good description of scrub, when i find it i'll post it.

Of course, I'm not sure how this applies here; the person was just making an observation about how Nero's 4C and j.C seemed to tear straight through anything he tried. This doesn't make him a scrub, it simply means he needs more practice.

Don't worry. Everybody that is not Sion is a scrub as far as he's concerned.

Ignoring your misquote of the time difference, the game runs at 60 frames per second. 5 delay means there are five frames in between your input and the character reacting. It's usually not particularly noticeable, but there are times when you'd be able to air tech out of something or fix your block if you had that extra tenth of a second to work with (average human reaction time is ~.2 seconds).
