A Sage on watch duty, aka, keeping an eye on things and giving a bit of manipulation in the mix
A Sage keeping an eye on the balance of power (Kasen)
A fourth would be a logical addition to the mix of things but what would she do? It can't be a deal with higher order or different worldly realms since we have Eiki the Judge, Heck in hell, Satori in old hell, Yuyu in the otherworld, Yukari and Reimu on boarder patrol, Tenko and her heavenly ties as well as Iku the messenger and then we have Eirin who has ties to the moon and the SDM with ties to the outside world. I'm not sure what could be added and worth administering under a sage's supervision. If we get another sage, it's going to have to be something we didn't think about, know about or something completely new.
