So, the whole thing about Lunarian Sakuya being heavily implied in IN.

If that was the case, did ZUN plan on making Sakuya a Lunarian since EoSD, or did he just suddenly decide to pop that in during IN?

I'm surprised no one has mentioned the name of Sakuya's leitmotif as evidence. ZUN might not have planned everything in advance, but I think a case could be made that he had some ideas in mind as early as EoSD.
