Not necessarily, they just don't seem to know any better and the only one who did got killed out of his own stupidity. It's not a communist dystopia but rather something similar to our current society where the goverment and big tech corporations spy on us but no one really cares since we're too comfortable using their services to care for a lack of privacy or for a goverment that places the elite's interest above those of the common man.
