Unless we know how tall Hecatia is, that means nothing. The closest thing we can conclude is - by analyzing the average female head height - that Clownpiece is around 23 centimeters shorter than Hecatia. So even if Hecatia is 180cm, which is quite considerable for a woman, Clownpiece would still be 157cm, which is the average for a 13 year old.
And look at the size and thickness of her torso and arms, those are proportions of a loli.

We do have canon height estimates for some characters, ZUN gave them out a while ago. That's why I said it is ridiculous for Clownpiece to be smaller than Remilia as that earlier licyire implies. Even the estimate you gave is way taller than what Hirasaka draws Clownpiece like.
