ZUN gives Tasofro a pretty good level of freedom when it comes too the fighting games, so stuff like the sprites and possibly even the win quotes are not likely things ZUN gives specific instructions for and just lets them do whatever as long as they do something seriously wrong. I would wager either Alphes/Moe Harukawa since they are did the character artwork (obviously for the respective games they worked on) or whoever the sprite artist is, since they are the ones who would most directly influence the character designs in the development process. Its also very probable that a bunch of designs were drawn up beforehand and Tasofro/ZUN came to an agreement of what they liked the most.
