Presumably lilith's panacea only changes a monster into a higher rank type if such a higher rank type exists to change into (i.e. its a type that that kind of monster could potentially become anyway), and otherwise they may just become exceptional individuals of a normally low tier species. Arch imps may be given as an example because regular imps already have the potential to change into arch imps if they gain enough power.

Other examples would be zombies becoming wights, ghosts becoming phantoms, kitsune-tsuki becoming inari or youko, etc.

You keep ignoring that they are not stated to be immune to holy magic. If anything that makes your scenario easier. Just have your priest character subdue a undead girl and try experiments over time to see if any of his holy spells can kill her, only to fail to do more than weaken her.
