How does Touhou get away with showing underage girls drinking so often?

The reason why anime doesn't show underage drinking is because you can't show that on TV. Sora no Woto had an ova with underage girls drinking.
And drunken little girls is great.

I find it weird that Azumaya felt the need to write a doujin to justify "why they look underage", when she's more to blame about that than ZUN is. Hell, ZUN's actually told her to make characters look older at least once (with Okina), and she still made Okina look younger than Marisa does in that doujin.
