Or is she just rank and file? In SSiB we see a moon rabbit defeat three fairies seemingly effortlessly just after learning spell card rules. Lunar rabbits are pretty strong for "mob characters".

Reisen Two pulls off a move similar to Disbelief Aspect. Can all lunar rabbits perform Reisen's moves?

What evidence do we have? And if we don't, which makes more sense: for Udonge to be a "one-of-a-kind" lunar rabbit chosen by Eirin to bring with them to earth, or be nobody special (thus giving more weight to how she saved the Lunar Capital in Touhou 15)?

iirc the wavelength manipulation ability is exclusive to Reisen (for now at least), so she is definitely a special, if not powerful, lunar rabbit.

Also lunar rabbits are trained soldiers, and fairy maids from SDM are not known for good at combat, or anything desu.

She's somewhere in the middle probably. She's definitely more special than the rank and file mob soldiers who have no abilities, since her lunatic eyes seem to be unique to Reisen. But Seiran and Ringo have unique abilities too, even if they're weak and Seiran is kind of the go-to comparison for slightly better than nameless mook foot soldier. So I'd say she's more important than nameless rabbits, but other than serving the Moonbitches and Eirin directly, theres nothing to indicate she would be the highest class in the army. Or maybe that in itself is the indication, but iirc Reisen 2 doesnt have any specific great ability other than being combat trained.

It's not very surprising that a trained soldier would be able to beat fairies in danmaku. The fairy maids arent very strong or smart. I'd imagine most low level characters could beat anyone weaker than Cirno.

tl;dr she's powerful for sure and presumably a good deal stronger than Seiran/Ringo but we don't really know how she compares to the top ranks in the army, nor do we know how much stronger she's become while on earth

I wish she did, but Udonge is now a "Gensokyo" rabbit. Maybe she sees it as a symbol of subservience to the moon, and chose to get rid of it after the events of IN.

Reisen uses manipulation of waves to make herself invisible and create clones of herself (among other things): in the first volume of SSiB we see Reisen Two do a vanishing trick to Reimu.
It was not clear how she did this, maybe because of superrabbit speed or teleportation, but if this were derived from the same abilities that allow Reisen to perform Disbelief Aspect, then it seems that wave manipulation is not unique to Reisen. So far, wave manipulation is the only ability that Reisen has demonstrated.

Eagle Ravi rabbits have pretty lame abilities, but they have unique seeming abilities nonetheless. Could they be "more powerful" than rabbits like Reisen and Reisen II, possibly possessing both wave manipulation and the abilities they have shown in Touhou 15? I am inclined to believe this, since they have a special uniform and all, and if they stand out they've got to be special.

Reisen is said to have been particularly talented by Yorihime and Toyohime in CiLR Chapter 3. The rabbit soldiers aren't very strong in general but are definitely going to be stronger than mook fairies.

Eirin didn't choose Reisen at all, nor did she even know about Reisen as far as we know. Reisen went AWOL and sought refuge at Eientei after going rogue. Eirin considered killing her but decided against it, not that Reisen knows this. She is kind of special regardless for having actually left (most rabbits are too scared/lazy to even try) and for her unique abilities. I think it was also mentioned that overall she had the makings of a good soldier, which I guess is saying something considering moon buns are terrible soldiers, overall.

I like to believe her triumph is canon if only because it's so weird that she's there at all. She's, I'm pretty sure, the first total non-human to be a mainline protagonist outside of the Phantasmagoria games, so I feel that should be special. That and her story was the most interesting.

If you're counting both phantasmagoria games, then the first non-human protag would be Mima and Yuuka. Unless PC-98 Marisa wasn't human either. But yes, following only the mainline Windows games Reisen's the first true non-human PC. Though it does make sense for her to be there. The moon was under attack, Eirin sends her to help and then she fails. But does she really? She may not have beaten Junko, but it's likely she did beat the fairies, and Eirin didn't realize Hecatia was involved until Reisen told her. Just because she didn't single-handedly solve the incident doesn't mean she didn't do anything, and that makes her story more interesting to me, at least. It also means all four characters went to the moon, but we don't know if that's how it usually goes or if they did it because of how much was at stake.
