If you're talking about SWR, it's hinted that Aya never won her second bout with Reimu.

Aya encounters Reimu approximately at the same time Reimu is progressing through her storyline. If Reimu had lost, her story would've never continued, and she would've never met Iku and Tenshi.

It's been hinted multiple times that Aya isn't exactly a fighting type, and will deliberately lose on purpose to get what she wants (a news story, usually). Even Suika can tell that Aya purposely sandbags most of the time.
