My interpretation was that it might of been panic and they assumed since the humans were advanced enough to reach the moon they might end up having a full scale war on their hands eventually. Seeing how incompetent the other warrior moon rabbits are Reisen may of been a officer by their standards so she could of been useful in case of war.

Information from recent works show that the humans only landed on the moon once, we know some form of battle broke out due to the fact Reisen says in Imperishable Night " I broke the mind of the human who came to Luna. That one was weak. " Reisen sometime fled after this event most likely assuming the same thing everyone else did that Earth was going to invade. Considering this never happened I guess the Lunarians overestimated Earth.
