Really doesn't seem like it, especially after you read the chapter. Heca is pretty much just alluding too a subplot that likely isnt going too go very far. The clusterfuckey nature of Hell was also brought up by her in AFiEU.
Plus its way too early too expect anything for the next main line game. If ZUN keeps up his current pattern we wont be expecting TH17 until next year.

Assuming ZUN's told Hirasaka how to design the "Clownpieficed" monster costumes so that they were "metal as hell" and one even had "Welcome Hell" written on it (and this is kinda possibile if we see that report where Azuma Aya says how specific ZUN is in certain parts), we could also assume that Clownpiece picked up the clothes for Hecatia.

That would be cute as HELL.

If Eiki is to be believed then no, Hecatia is just giving Clownpiece a story so she can live free in Gensokyo and make friends. I'm not sure why causing trouble helps, but maybe its in Clownpiece's nature to cause trouble instead of being nice to everyone, so Hecatia just wants her to be herself.

Considering that Hecatia only told Clownpiece these things because she said she was bored makes me think she's just giving Clownpiece something to do, like how you'd give a child a "mission". I think this lifeforce plot is more likely to lead to GFW2 with Eternity rather than be a full-blown mainline game issue.
