And for narrative purposes, handling a heroine the victory button kills any stakes dead. Unless, of course, he author makes said heroine forget about the ability when she needs to be challenged, like in SSiB.

Most people will say it's Hecatia but I still believe that Yukari is the most powerful. ZUN said in the first volume of Strange Creators in Outer World that Hecatia is completely past the level of anyone in Gensokyo and that her fight can't even really be called a fight.

I prefer unclear setting for things like this. It's like a fable, where not everything is known and you cannot even be certain if stuff you know is certainly right. It allows freedom for both creator and the receiver in interpretation of the world. It's a magical place, where not everything has to make sense.

The limits of her power are never demonstrated, and we know that she is a lazybones and never tries unless she absolutely has to. Kanako Yasaka even said that Reimu could become a goddess if she really tried. I'd be willing to bet she could take on Yukari, and maybe even Hecatia.

Laziness is the only battle that Reimu can't overcome imo.

No. In fact, she's very much not. The most she's able to do is use little bits of its power through artifacts. She can be an avatar of the Hakurei god, but she doesn't know its name or rites so it's impossible. She has been a vessel for other gods, though.

Anyway "gods" aren't necessarily top tier in this setting. Shinto gods aren't all-powerful.
