The best way to start with IIDX is finding an actual arcade cabinet and trying it out - that way, you don't have to invest into buying a several hundred dollar controller for a game you don't like. Unfortunately, in the US these are pretty much only available at R1, so without one nearby you're kind of out of luck.

The other way of starting that isn't so expensive is picking up a PS2 KOC and playing the games on a PS2 (modded or not if you don't want to buy the games), but they're also pretty expensive and not arcade-accurate so it's kind of a crapshoot.

Lastly, you can pick up a simulator for use on your computer (LR2, aka Lunatic Rave 2, is the most common, although no longer maintained) - google around, there's probably a setup guide somewhere. Beatoraja seems to be recommended as well although it's still under development. Afterwards, you can pick up either BMS conversions of IIDX charts to get a feel for it, or just plain BMS. Keep in mind that kb-only play is a totally different feel from AC play with a turntable, but it'll get you an idea if you even like the feeling of clicking down buttons.
