What they do lack is soul. Cirno [Chi Ru No] is known worldwide, but i think flan succeeds her with her little "McDonald Insanity"
Even if that doesnt get direct notice or influence, it does leave a lasting affect.
Even if it is lost to time, it will be remembered vaguely as compared to a corparate character shoved into peoples faces every 3 years minimum.
Without that exposure, they'd be irrelevant. However, there are gems that manage to last in retro communities.

McRoll is outdated and rarely parotted outside of Japan in this day and age while Cirno is one of the first characters most current 2hu newfags get to play with the release of HSFS to steam and a new arrangement of Cirno's Perfect Math Class was made a few months later.

Cirno never wins popularity polls in Japan, but she's certainly the most popular 2hu in Eastern Europe and tries with Marisa in the United States, likely because they're more relatable characters than Reimu or the more exotic choices.
