Not him but the only things they have in common are name and purpose. Their design and engineering are completely different. It's the same for everything. You can't massively upscale almost anything and have it still work the same; even fluid dynamics don't upscale that way. A big part of it is the square–cube law but that same principle applies to more than just surface vs volume. You can't upscale molecules and some forces and interactions can be either negligible or overpowering depending on the scales.

Mostly no; it's a bit tricky to explain.
She's good at the start of the game, when the really good shit is locked behind quests and LSC. However, it doesn't take long for other CV to match her. Akagi, off the bat, gives competition because of her higher FP and similar stats for a cheaper price. Laughing dragons exceed her in everything save for durability and plane count. Once you get the armored CV quartet, she's left outmatched. In events and endgame maps where carrier numbers are limited, Kaga's weak offense/relative frailty starts to show.
Even if you want to a run a carrier for an easy map, but don't want to use a heavy hitter (i.e. Zuikaku is more than overkill for a 1-4 quest, Sara eats too much if you want to spam 5-4 for ranking), then you're better off with the likes of Unryuu, Ark Royal, or even Aquila or a CVL. They're much cheaper, and can get by with the right equipment.
This leaves Kaga with her niche as a Reppuu mule. Even then, the advent of aircraft proficiency/fighter improvements/LBAS have made massive fighter slots inefficient. It's just not feasible to gimp an attacker in such a way, yet that's the only role she has left.
