Ghosts aren't youkai, Gods aren't youkai, animals aren't youkai, Dragons most definitely aren't youkai, and it's pretty damn fuzzy whether Onis are youkai at that. (They've never been directly mentioned as such and explicitly don't eat human.)

I think the term "Being/creature of myth" would be a good term

Oni are youkai. Just because they are youkai doesn't mean they have to eat humans. In fact, the purpose of a youkai is to attack humans, not necessarily eat them.

In Suika's spellcards in STB Aya calls Suika the strongest youkai

In Perfect Memento Akyu mentions Yukari having strong youkai as friends such as Suika and Yuyuko.
