I agree that there's too many of them, which makes it hard to give each one a unique personality. There's also the fact that their firepower and armor are generally significantly worse than in most other ship classes, which puts the ones with better stats on the spotlight. The difference between your average, run-of-the-mill DD and Asashio Kai Ni is huge. Because of this, lesser known DDs are not even given any opportunity to get us to like them. I think a better decision for Tanaka to make when designing the game early on would be to make all DDs have more or less the same power and avoid introducing this many of them. Kiyoshimo's event already came and went (Rei-Gou) and the spotlight was given to the flagship Kasumin instead.
