Touhou may not be super popular with the social media types nowadays who obsess over Flandre and listen to the same two touhou tracks over and over but it's still pretty popular.
Also the "touhou" search tag doesn't include the japanese search tag, which relative to "touhou" is pretty popular. Then there's also the fact that Google is just a search engine, it only determines the popularity of the search, not the popularity of a franchise. I don't need to search for "touhou" every time I wanna find something. I could go straight to the touhou wiki, another touhou site or just write "touhou X" and completely elude the results.

The games are shmups, so the engine makes pretty much no difference. If you wanted to make an argument that the general game formula has gotten stale for you then that would make more sense.
ZUN has absolutely looked into other cultures for ideas, and even if he didnt him not doing so has no correlation to you feeling like the new characters are repeated or disposable. Japanese folklore has the benefit of having a lot to work with.
I think its fair to say just by reading the interviews with him that he puts way more effort into characters now than he did in the past. Like it or not most of the newer characters have way more in terms of backstory than say the EoSD cast everyone loves so much.
To answer your original question though its fair to say yes, it is stagnating but what do you expect from a series thats been going for over 20 years? Stagnating doesnt mean dying and even with the FGO takeover at this upcoming Comiket Touhou is still #4 in terms of representation. Not to mention events like Reitaisai are still going strong. Touhou will always have a sizable and dedicated fanbase even if time takes its toll.

Realistically, pre-2010s culture in Japan is drastically losing it's relevance. First to go were flip-phones dying in favour of iPhones, 2nd was Niconico dying in favour of the recent Youtube boom (Youtuber being one of the top choices for future occupation among middle schoolers), next is Touhou and other "doujin" centered IPs. Already seen it with Type-Moon. It's only a matter of time.
