The top part kinda reminds me of Suika. Even has a ribbon in the right spot, but it's not bending enough for her horn. Looks more like a ponytail.

But what if the strongest duo ends up being BOTH one of the 4 Oni Deva + the 4th Gensokyo Sage? Wouldn't be that strange given the Gensokyo sage plot thread has existed untouched since the early Windows era. Then within the last 2 years we've had two sages revealed and more information than the past 15 years.

Another possibility is one of the two is ZUN finally revealing Lord Tenma to tie in with the imminent appearance of Okina.

I'm going to take a guess and presume both characters are the "same", as in they're two halves of a whole, like Diavolo and Doppio.

- Reimu teams up with Kasen. Realizes that the incident is not so straightforward.
- Marisa enjoys fighting battles with slaves. Realizes that rumors of the incident are spreading too fast.
- Ichirin is sent out to investigate by her master. Often gets in disputes with her partner over who gets to be the master.
- Byakuren considers this incident dangerous and sets out to investigate. Borrows help from her subordinate to aid in her investigation, however...
- Futo is sent out to investigate too, by her own master. Currently not in a fight with her partner but it leads to an unforeseen outcome.
- Miko teams up with her business rival in pursuit of this incident. Her goal is to solve the mystery of "Another Perfect Possession".
- Nitori senses a business opportunity and joins the possession battles. By chance, she arrives at the heart of this incident.
- An incident where someone else can hijack you. Koishi, having an empty heart, is possessed today yet again.
- Dominate the possession battles, and you dominate the incident. Mamizou aims to find the most compatible partner and become the strongest possessor.
- Kokoro's power of manipulating emotions had an unexpected conection to the incident. Because of that, she gets scouted for possession battles.
- Kasen teams up with Reimu who reacted first to this incident. Judging the incident to be not so straightforward, she gives Reimu some special training.
- Mokou was now finding battles exciting thanks to this incident. She joins up with the most suitable partner to fully enjoy this chance at rampaging.
- Shinyoumaru goes around searching for the strongest partner in order to dominate the possession battles. She ends up teaming with a terrible person.
- Sumireko can visit Gensokyo in her dreams. However, she witnessed a completely different Gensokyo that day.
- Reisen is not herself tonight. Gensokyo will be surprised.
- Doremy was spotted in Gensokyo, even though she usually stays inside the Dream World. What exactly is the meaning behind this?

You bring up a good point though. If all the spots in the character list on the website are supposed to be filled, then the final boss can only occupy one slot in the character select in the game. Meaning our final boss duo would be a Ichirin-Unzan scenario as stated before.

Ichirin's bio implies that they never work together, which would require alternate timelines in order to work.
On top of that, in order to have Byakuren/Ichirin, you have to assume that Byakuren referring to subordinate does not just mean she sees herself as the master or is referring to the recurring theme of slave.

While Byakuren's profile doesn't make it clear that she is working with Miko, it does not imply that she is working with Ichirin.

Sumireko with Mokou is extremely unlikely.
Mokou is teamed with someone of mutual interests to run wild and enjoy the incident.
Sumireko upon arrival seemed to not have much idea of what was going on nor seems to care about going wild.
As you can already see, Sumireko with Kasen isn't happening as Kasen's mentions who she is partnered with by name.
