I think they're trying to force people to spend more time in the event, I used to just jump right in and try to clear, as long as you saved your strong ships for later it was fine. Now you don't even have the first boss unlocked, gotta wait for the community to figure out all the random debuffs and gimmicks first and the last map only gets unlocked later which may or may not have shiplocking and need specific ships. And when you finally start a map you need to do a million things at different nodes before even getting the actual boss.

I just used full interceptors, but it depends on what you have. Saiun adds 30% to the base, meaning the effective fighter power it adds is just a tad worse than the average of the other 3. If the 4th interceptor would be significantly worse than the average of the other 3, the Saiun is better.

Either way, it's a crapshoot even if you have every LBAS plane. For what it's worth, I thought the E4 defenses were easier than E3.

The trick to mitigate retreat rate is to use your sub and FCF.
As long as you can get through S node, you already reach the boss. If you get taiha at node Y, just continue on and retreat your surface ship at Z9 or ZZ1 or ZZ2. All the enemies at these nodes can only attack your sub.
