Seriously I'm pretty sure there was a point in one of the manga or printworks where it was brought up why most youkai don't resemble their traditional counterparts.

I can't remember who but it was explained that because of the forming Gensokyo it allowed stronger youkai to no longer be as dependent on human imagination to maintain a form. Therefore they are able to pick their own base form, it just so happens most of them like being cute little girls.

Headcanon time.

I think Gensokyo's youkai are spoiled cunts. They naturally wish to survive, but at the same time we see them regularly engage in human vices and using of human conveniences. A human shape therefore allows them to do the latter, while maintaining power over their particular "aspect": Rumia can still appear as a mobile sphere of darkness, Mamizou can still transform at will, Sekibanki can still rip her head off and throw it screaming in your face, and so on.

The reason why youkai would wish to appear as human females is ironically that, especially in Gensokyo's somewhat backwards society, women - young women in particular - would attract the least attention, therefore allowing those youkai who wish it to infiltrate the Human Village for whatever ends they desire.

None of this is canon, mind. It's still a theory that, I think, makes sense.

If you really wanted to take the thought experiment there and craft some headcanon...
1. Yukari spends most of her time sleeping.
2. She is responsible for truly frightening and inexplicable things like spiriting people away without a trace.
3. Her main power of control over borders is almost limitlessly powerful on a conceptual level. As a youkai residing in Gensokyo, her power has definite limits, but on a conceptual level it's also unfathomable.
