Dunno what exactly you meant by "underage", but below drinking age, yes. Okonogi continues to mention that Azuma was as well when she started. People make a big deal about her being young because of her skill, but the fact itself isn't particularly out of the ordinary.

There was a recent post on danbooru with the author tagged as Moe Harukawa and the source being this twitter, but it just seemed odd since I thought they didn't have a twitter account and it has barely any followers. Did it recently get unprivated or something?

I don't think so... even though I can't deny it.
Their styles are too similar.
The most plausible theory would be that Ishikawa is a fan of Moe's style (a lot of the tweets are FS panels) and is inspired by that.
But you could also make a theory that Ishikawa is actually Harukawa in disguise and is advertising her manga.
By the way, from what I read, Ishikawa:
- follows Touhou (latest tweets relate to HSiFS)
- likes plastic models
- has his/her own circle "Mangetsudou", but I haven't found any work belonging to it yet.

I'm not sure. Looking at the tweets from one year or so ago, their artstyle is quite different from Moe's, and it only really become very similar months later.

Either IshikawaP is really good at channeling Moe's style now, or Moe puts a lot less effort in her doujin works to avoid being outed as FS' artist, at least until the manga's finally concluded.

At this point WaHH is pretty firmly "core Touhou manga". It ties in with every new game yet refuses to progress its "main plot"/intrigue, or if it does it doesn't do much (I dunno why people think Kasen being a sage is a big deal, to me it's a pointless fact; we already had a good idea she used to be important, assuming she was a Deva among Oni). Like it'll probably end but who knows when. For now it's very useful as a tie in base and a short story idea dump.

Both FS and WaHH exist for world building at this point. WaHH has more to tell though, it might end sometime soon because of the introduction of Okina, but probably not.
