Depends what you want. Skilled 21 is better for LBAS because it has longer range than 52, while Skilled 52 is better for carriers because it has more AA and therefore contributes more to air power. Ideally you want a good number of both maxed, although Hayabusa 54 and 64 both help decrease your need for Skilled 21s, allowing you to convert more into 52.

Why stop there? When an event comes, Tanaka gives players 2 more fleet slots (for support) and allow you to sortie two fleets (4 if combined fleet) simultaneously. Yuudachi is pretty much a must marry because she can OASW at 145 with 1 sonar/2torp while having more firepower+torp than most DDs that use 3torp.

The only one that comes close is Ayanami, but she needs to be level 165 to OASW with 1 sonar. Shima cannot 1slot OASW, and hes less damage potential in night battle.
