They appear the most and appear often together especially in written works and have done so for 20 years. It's way more opportunity to develop them, craft actual personalities, dialogue and interaction for them as two best friends would. As opposed to a one-off or two-off character who's just a collection of lines with not much opportunity to develop them further.
