I believe the other guy's intention is that Suika increase her breasts' density without altering their volume. This would be equivalent to increasing their mass. After this has been accomplished, the extra mass in her breasts would balloon out as her breasts rebalance. The net effect would be to increase volume and mass, while keeping density constant.

It's not clear to me whether Suika's power could be used in this fashion. On the one hand, it seems to require more specific control over matter than the words "change density" would imply. On the other hand, creating/destroying mass would be in line with her infinite supply of sake.
