I'd imagine it would one of those "Not around others" type of relationships since she has her image she is keeping up. Basically I'd play along with how she acts and show little bits of affection while working at bringing down her guard around me until she doesn't have to be Remilia Scarlet, The Scarlet Devil and can just be Remilia, the girl. I'd eventually become a person she can rely on for support and someone who doesn't have any high expectations for her and just let her relax. Do this for a while until she makes me her "wife".

I was so nice and checked it. Only states that vampires can't cross flowing water. So when it rains the airspace is all flowing water. But likely they can fly over or take a boat over bodies of water. One also needs to consider everything that isn't 'crossing', like shooting danmaku. Nothing that it weakens them, more like they can't physically cross it. Can't find anything about it stopping them in their tracks so they likely can just move out of it. Think of it like when you put a finger on a hot surface by reflex you move your hand away. By reflex they will avoid it, but in no way it's a hindrance when it is contained in such a small space. You might aswell try roasted soybeans to stop an oni.
