Then again, Shinki is his favorite character so whatever. For me, I like to think that Makai's hell is a part of the Spirit World (Red Hecatia) hell. Clownpiece is mostly there to just make friends and be less of an autist. I think the whole "ulterior motive" thing might just be characters assuming she has a reason to send Clownpiece into Gensokyo when really she mostly just wants her to be happy and make friends. Hecatia seems to care about both Junko and Clownpiece so she wants to get Clownpiece out of Hell.

Alt Facts is kind of weird. It was a clearly slanted magazine that Aya was manipulated into making by the Lunarians, and she ended up not releasing any of the information. I don't doubt that Hecatia hates the Lunarians, and she probably has a small ulterior motive for putting Clownpiece in, but I doubt she intends to break Gensokyo wide open or anything that huge.
