Not quite. Kasen is just a nag. It's similar, but about the only person she's concerned over in regards to "doing what they're supposed to" is Reimu, who is a really awful example of a shrine maiden (but a fairly superb guardian)

Kasen's more of just a holier-than-thou nag mostly revolving around trying to get Reimu to act properly and thinking she knows better than most characters in the story because she's a hermit. She isn't really concerned with the eternal judgement of people in most of her actions.

Eiki is more just trying to make sure she doesn't have to condemn people once they die and wants to tell them before it's too late. She's a nag and a lecturer but for different reasons than Kasen.
