Yes it's super true.
the main reason at least for rhythm games is that most if not all games are straight up forced to be arcade-only since very few recent/better games are ported to home consoles and PC. In fact, some of the new PC game versions of popular titles (beatmania INFINITAS and the upcoming sound voltex port) are actually MORE expensive than arcades, making those worth it more

Japs go to the arcades to meet up with the girls at the dance machines.
Arcades are located at places which guarantee high traffic so that they don't go in the negative.
Nips treat arcades as a competitive place (which is almost a paradox considering they are anti-social as fuck), where they have arcade "culture". (Like standing in a row while scrub finishes playing with his one(1) credit, then next guy comes, it forces you to git good and coincidentally, you invest yourself in the game which makes it more likely for you to play it again).
You have a huge choice of games. Fighters, shmups, light gun games, racing games, crane games, rythm games, etc. You just can't compete with this type of a game with a smartphone.

For fighting games offline is always better than online and it's much easier to go to an arcade and play there than it is to organize a meetup yourself. Plus it's a good place to smoke.

Probably something to do with wanting to spend in-person time with friends while participating in a mutual hobby, the same reason Warhammer, DND etc is still around despite being playable on a PC. Also the obligation of continuing to meet up with friends for that hobby. Having played Warhammer in the past you get a sense of community for your local store and the people that frequent it.

I imagine this sort of happens anywhere that has engagement on a 'regular' level such as designer second hand clothing stores in Japan.

I was fairly lucky with my local game store which had very few neckbeard types. Maybe one, who happened to be an employee, but that was about all - the group of people I was good friends with though shared the sentiment. Most of the playerbase were minors, about 12-16 or so.
