Because she doesn't show up enough like Sanae, isn't super popular for doujin works relative to Sanae, and her design isn't as charming as Suwako's. It's like how Eirin is only above Tewi relative to the other EET characters, though she does show up more than Kananko. Kanako is around in that territory where people like the faction but don't really care about the character (i.e. just above Raiko, Yuugi, and Shou)
