Sikieiki is a badguy? There is more then enough canon material on Reimu to compare her to other villains in the series. Like Marche she's a hero who's actions aren't always heroic.

Reimu has no issues with taking things from Youkai and beating them with little more reason then 'it's her job' and has been scolded by the JUDGE OF THE AFTERLIFE for being too keen to bare fangs at anyone who bothers her.

Doned (Marche's crippled brother) willingly helps bring back the real world, Cid willingly helps bring back the real world, Ritz is a whiny faggot who thinks having white hair is a real problem, and Mewt's mother in the dream world is actually a monster that quite literally FEEDS ON FALSE HOPE.

Marche isn't a villain. He IS unsure if what he's doing is right from time to time. People also seem to forget that only Mewt's family exists in the dream world; Marche starts his quest not to help Mewt confronts his fears, but to see his parents again. He doesn't find out Mewt's involved until something like two Totemas in.

Also, /jp/ won't have as awesome quotes as, say, /v/ does because most /jp/-related content are fan translated, with an emphasis on staying as literal to the original text as possible instead of making the dialogue flow better in English. Only a few fan translators actually make the effort to make /jp/ material sensible.

And that hasn't been used in Touhou at all. It's refreshing to see a classic archetype fitting into the storyline after Reimu's endlessly questionable "victories" over questionable "villains".
Remilia was messing around, Yuyuko was trying to satisfy her curiosity, Kaguya was PROTECTING HERSELF from the Lunar Empire, (Touhou 9 wasn't really a battle at all,) and Kanako was actually trying to HELP Reimu by annexing her shrine and allowing it to get more worshipers and fame.
But no, she goes out and backhands them, taking out any wandering Youkai along the way.
Finally in SA there was a legit malicious threat for the Border Maiden to defend all Gensokyo from, as she's charged with.

We get a direct War on the Surface World with an insane omnicidal creature who can defeat gods and wants to make a Blazing Hell on Earth! What is BAD about this? Insults aside, it's entirely possible to have villains with character and motivation. It does not mean they have to be perfectly innocent and their actions doing harm unbeknownst to them. It could, instead, be that IT IS THEIR INTENTION FOR ONCE. I'll admit, Kaguya when you get down to it didn't really do much. She protected herself from a perceived threat without realising Gensokyo was safe enough as it was without interference. Hell, she wasn't even prepared to kill over it. However she does act villainous at time and has some good quotes to work with.

Others like Suika obviously wouldn't be suitable because Suika never intended any real harm nor is she as malicious as some of the other characters.

Yuyuko would work rather well though, I'd even argue she's more of a threat then Yukari. Yukari's actions have never really threatened Gensokyo and it's clear she makes some effort to protect the place, however mysterious or powerful she may be. Yuyuko didn't know how dangerous her plots were and simply didn't care. She clearly wanted Reimu and the others dead and the entire incident wasn't some accident, she basically did it on a selfish whim to see what would happen and if prolonged would have caused real problems. Even after that she doesn't think anything of trying to poison people she wants to work for her in death.

The original one from /v/ fucking opened up with Luca Blight, Giygas, Ganondorf, and Kefka.
It later built to include Infested Kerrigan and DIABLO.

That is like the 6 evilest video game characters I KNOW. Excluding perhaps Giygas, who's simply so insanely powerful his mind borkd. (Giegue when he was still brain thunk good was still genocidal to humans, but only because he was ordered to I guess. He still had emotions.)

I don't even know who Gore is, but the upgrade of his quote with one line of text really made it better from the other versions for some reason.
