At this point in time I'd say keep them separated. Are they from advent battles? If so you can hope to MLB at least one of them during a rerun and maybe LB the other once or more. In which case you can also raise both of their skills as you see fit. If they are gacha weapons, then you'll probably never MLB them. You can raise the skill of one of them and keep the other low enough to be fed when they time comes. Same with event raid weapons.

However, remember that even right now on DMM there are not enough event SSR weapons to fill an entire MLB grid for any one element, and as you get stronger with eidola the value of skill levels will go up and the value of raw weapon stats will go down. So those two weapons might very well be two separate end game materials even at no LB anyways unless you're a big whale.

There's a couple of way you could go.
1) Roll for Cu two events from now. Problem is, I think at this point there were still himeless weapons around. If you do get her, you can then save for Hastur 6 months later, as Odin is shit and Azazel overlaps with Cu as an attacker.
2) Don't roll for Cu and instead roll for Azazel 3 or so months after Cu. No more himeless weapons to deal with, but you'll be without a strong attacker for a while. It might be wise to unlock Arthur or Mordred to supply damage.
3) Save everything for Hastur, Cybele and the 100% wind summon.
Up to you and how bored you will get without rolling for months.

Eh, there are quite some good himes in the current line up other than Svarog (Ryuuou, Light Tsukuyomi, Gaia, Cybele) but they're not fire so if you're just trying to build your main team or something and you want only fire, it might not be a good idea. There's also the fact that there's Uriel% up too and it's the worst SSR so yeah. Granted you'll have to take the chance with her in the generic fire % up too, but still.

Amaterasu is really important and works with other elements too. She should probably be top priority. Svarog is of course really good, but you need to awaken her. If you're new and not a whale, this might take quite a while (3 eyes). Daji and Mars are both good. If Fire Sol ever comes back she's good too as the only fire SSR healer. Ares is meh and requires awakening too. Fudoumyou is subpar and avoid Uriel (unless they fix her like they promised).

Konohana Sakuya has a crazy kit for an R. Diana is amazing because she brings def down A to light teams.
Meretseger has a fun mechanic where she poisons and then punishes poisoned enemies with her nuke with a natural crazy high attack stat for an SR.
Enkidu is a straightforward attacker, self-buffs and punishes raging enemies and has some burst refilling capabilities.
