Fairies are built like missile destroyers: up close they have -4 str. for reals and this makes them unable to handle lethal firepower themselves, but from a distance they... well, they can shoot projectiles which would kill them if they got struck. Do you remember how you got good at walking? Probably not, but you got good at it anyway, that's called implicit learning and it's also related to driving skill and speaking your native tongue, kind of related to skill in general. So far only their memory and problem solving skills seem to be shit, but that has nothing to do with learning how to do something and we know for a fact that fairies know how to walk.

I don't like a 2nd stage boss being a main game protagonist. I think the perfect general power levels should be few bosses being weaker than the protagonist, penultimate being about the same, and final bosses being stronger for that overcoming odds feeling.

1. She first appeared in a summer game and has been in several others
2. It's said multiple times(PCB, PoFV), she's not as effective when it's already cold
3. This is because she's said to "emit" a chilling air and lower the temperature of the area around her
4. She can literally freeze fire as a game mechanic
It'd have to be some unnatural heat to affect her, otherwise she's at her strongest when it's hot and she can lower the temperature to a colder one. She doesn't manipulate cold, she creates it.

Cirno is like Rumia being a bubble of darkness in the daylight(instead of her darkness being weakened by intense light), except with a bubble of coldness in the summer.

I want to correct myself. PCB was one of the ones that said she's cold no matter what. I think ZUN might have said in some interview that she was probably weaker in that game because of the cold, but there's no game or txt file quote like with Lyrica in PoFV saying Cirno wasn't really doing anything in an already cold area(high in the sky).
