Suika is extremely powerful, used to be one of the rulers of Youkai Mountain, and has a long history with two other sages to the point where they can call on her for favors. She's a good candidate. Much of the same logic would apply to Yuugi, but we've never seen her take an interest in politics.

I'd say Yuyuko, but she doesn't live in Gensokyo and ghosts aren't consistently referred to as youkai. (that is, you'd generally speak of the inhabitants of Gensokyo as "humans, ghosts, fairies and youkai", but if you said "humans line up on the left side of the room and youkai on the right" then ghosts and fairies would line up on the right)

And yeah I agree, Yuyuko doesn't seem like she's a sage. She's powerful and clearly more knowledgable about things than she lets on, but all her dying stuff with Yukari happened after Gensokyo's creation, right?

And I don't think Ran could be a sage, it would be really wierd for a sage to be bound in magical servitude to another sage. As >>16815775 pointed out, there's a good chance a different Kitsune could be a sage, however.

Gensokyo became a thing in the 1880s (iirc) so Yuuka could always have bought import goods or gotten it later (since sages can go outside, or kasen can) the only thing that might bar her is her irresponsibility, but she also keeps to herself most of the time. What she does in pc98 is a bit iffy on canon status.

Your reasoning might apply better to Letty who may have gone to Japan and been mistaken for a yuki-onna instead of an ice lady or similar thing. She seems more western then Yuuka.

Letty's status as a yuki-onna comes from Akyuu's bias in other words.
All we really know about her being is that she's a seasonal winter youkai who is powerful enough to cause an incident.
The dragon was fucking up the weather and seasons when it appeared, so there's some link at least.
Her clothing and name aren't the most japanese either, but her power and occupation of casting snow is what makes her a candidate.
The west had contact with Japan in the 1880s too anyway.

While I don't think Ran is a sage, I don't think being a shikigami automatically excludes her. She's still potentially a very old, intelligent, and powerful being.

From what Yukari says in pic related, Yukari implies that without her powers, Ran is actually weak enough to be potentially harmed by common humans.
