Here's the survivability readout for Suzuya CVL with Ryuujou as a comparison.

At first glance the main concern should be that Suzuya gets absolutely shit on by BBs in LA (40% taiha on hit by RuFlag)

On the other hand, she takes hits from almost everything else much more nicely, no more being randomly taiha'd by some CA.

When we look at the evasion (80 at level 99), I'm sure that she'll look even better.

Crits ignore accuracy and carriers have been shitting them out one after another since mid 2015.

Suzuya with Murata and Ryuusei Kai achieves 181 firepower in doukousen (damage cap) while other CVLs lag at least 24 points behind her. With chevron crit (two bombers) it becomes 325 damage (guaranteed one shot of Wo Kai). 260 in hankousen. Can still oneshot the Wo Kai and quite reliably oneshots Ru Kai.
RJ and JY need 3 bombers to achieve damage cap. Other CVLs (like Chitose) aren't capable of doing that even with two Muratas and Tomonaga.

Single Murata is 161 in doukousen, 274 with chevron crit, 219 in hankousen.

Add to that very high bulk and evasion.

Suzuya is a juggernaut among CVLs whenever her slots aren't in huge danger of being wiped completely (not too often and you don't bring bombers anyway in such situations).

Looking at the wiki formula, formation has very small effect on effectiveness of AA because it only affects fleet AA in fixed AA calculation where it's a much smaller part. Assuming anon was correct, in pic related the A would be 88 and F would be 18-28 which can be multiplied by 1.2 or 1.6 for double line and diamond respectively, at best increasing the fixed shootdown to 12 and at worst to 11 (11 is more likely). Like I said, can't be assed to calculate exact values but this range should be enough. So Suzuya's 15 slot might maybe get wiped by Tsu-elite in diamond formation once in every 25 sorties on average.

As for fighter power, when you use CVLs as mules it's usually the amount of slots with planes that matters, not the size of slots which makes marginal difference. It is possible there might exist a situation where Suzuya mules worse than other CVL but it isn't very likely. Suzuya is equal to Shouhou and Zuihou in muling.
If Suzuya satisfies AS requirements she'll be a much better choice for muling due to her significantly higher bulk.
