When I was in Japan on foreign exchange, I had to catch a really early train one morning. Because it's a culture thing. I also came from a country with little to no homeless people in the sense that Japan has them and it was really surprising for me to see one.

I saw one freezing to death in the snow with no shirt on and everyone walking past and I was like what the hell, humanity is fucked up. According to my american pals it wasn't a shock to them though because it's just as bad in some cities over there it seems.

As for reasons for homeless people in Japan it's pretty simple; the bubble burst in the 90s and the lost decade. Japan enjoyed almost zero unemployment until then and had little provisions to deal with rapid unemployment. Those who had no family to rely on turned into these guys.

Reminder that till this day there is no state welfare system in Japan. You can get what is known as unemployment insurance, something that very little people had before the bubble burst thinking that they were set for life in their lifelong white collar employment.

Your company takes care of your pension and there is no state funded pension that I know of. Corporate loyality was and still is a big thing, you dedicate yourself to your company and your company takes care of you. And they really did take care of you, one of my old professors used to tell me that when she worked over there before the lost decade she used to get a 700,000yen bonus at the end of each year, in addition to normal pay. Big ass bonus just like that.

Homeless people in Japan are pretty badly treated by basically everyone.

They are always "cracking down" on homeless people, forcing them to move on etc.

Traditionally in regards to welfare Japanese people are meant to depend on their family. The Family unit is very tight knit, obligations of care extend all throughout the life of a individual. The fact that something like the family register exists is proof of the dependence they have on the family as a society.

Obviously this doesn't come before financial circumstances, people who belong to poor families don't have this safety net and broken families however rare they are still are also at risk of becoming homeless.

Someone mentioned hikkis as turning homeless but you need to consider that hikkis don't really exist in low income families. They can't get to the stage of complete withdrawl without someone supporting them and if their parents have started to support someone who has withdrawn then they're not likely to stop. You might see significant populations of these people hitting the streets when their parents die but it's still a rather young generation it's not where near as imminent of a problem as the boomers hitting retirement.

Basically the reason behind all of this is that in post-bubble japan poor people exist.

I don't think very many people would actually think this. The entire political process is very slow to cultural change and Japanese people aren't nearly as active enough politically to force a change of culture in the LDP or even do the unthinkable and vote in another party.

It's hard to generalize this as a tendency to sweep problems under the carpet. That is certainly true with the political process but I really think that the individual does care when they see a homeless person. Only the fact that no one else does anything compels them to follow, helping homeless people is really seen as being disruptive especially when these people are squatting in JR stations.

Since much at a low price Manpower Training Program by the government exists, it is easy to take up a good job. However, many of homeless do not think that they will work again. Since a Japanese corporate culture has a very large stress, they never think that they will bear it.

The top rate is at 42% (EUR250.000+ 45%)

That looks like much at first look, but in the end it comes down to far less, since there are many ways to exempt money from tax.

Australia reporting in. I pay about 12% tax in wages by the end of the fiscal year and everyone pays 10% tax on all goods and services. This funds free health care and even free medication depending on your income level, a welfare system which covers unemployment/study/rental assistance and depending on the state you live in it can even help fund public transport.

Our tax levels are supposed to be higher then most European countries though we've had tax cuts lately so I'm not sure. We also pay little tax on fuel, most states it's only 10c a litre.

I dunno, I wouldn't be so sure. I don't know shit about health care and disability in California, but just because you qualify for something doesn't mean the government will ever give it to you. My father, a disabled Vietnam veteran, never got SSDI despite qualifying six ways to Sunday. Even after the fucking autopsy which proved everything they could possibly need I'd have to get a lawyer and go to court if I ever want to see a single cent of all those back payments.

I'm not saying his parents don't make too much or anything, I'm just saying that you don't always get something just because you qualify for it. Sometimes you have to fight for it, and sometimes that's not enough either.
