Ran is like a single mother who unfortunately is left to raise a child with a defect. She abandoned all of her hopes and dreams of being the strongest in Gensokyo years ago, just so she could raise Chen and try to have a semi-normal life.

After many weeks of trying, after being rejected by Ran's lack of self-esteem and reluctance to try another relationship you finally get her alone. You hope to make her believe that love can happen to someone like her, and that she deserves to be happy.

Close, but it was more that Ran doesn't expect Chen is mature enough to do that many chores for her rather then that Chen doesn't do them. Chen is pretty loyal but when you get down to it she's not someone you send to the village to buy food nor is she going to be all that good at patrolling the boundary for maintenance. At best she's asked to watch the place while she's out and maybe do things like wash the dishes. So she gets alot of time to play about.

Eventually she'll get used to people and learn enough about Ran's duties (which are really Yukari's but she's a lazy bitch) to help with them, but right now they just don't trust she could do them right.

Well, by 'mature' I mean mature for a youkai. Afterall, she's basically a old adult wild cat. You tell me if you gave one a human intelligence if they are going to allow suddenly learn how to deal with people.

Chen is a young youkai without much experience with people beyond normal beast youkai habits. Eventually she'll learn there is more to humans then a bit of fun attacking them on the animal trails. Until then Ran isn't going to have her go shopping in the village, assuming she even behaved herself there is no telling what she'll come back with.

For a beast youkai though, she's about right and she's not stupid so much as she still thinks a bit like a animal. So yeah, she's neither retarded nor a child... she's just immature compared to her masters, in the same category as some of the other lower level youkai. Perhaps not as thick as Rumia but not quite as capable of dealing with humans as Mystia.

There seems to be some confusion here about Chen's age. Tails for Neko-mata don't work the same way as for Kitsune. Ran has 9 tails because she's lived for more than 900 years, one tail every 100 years. But there's no such "rule" for Neko-mata.
