No. It's not. It's mentioned in a few canon sources that Remi still needs blood to survive, and that Yukari provides that blood in the form of living kidnapped people. Just put 2 and 2 together, and it should be pretty clear that Sakuya is probally a mass murderer.

But her character has actually developed and she is now more open and friendly with each passing work. There's actually never been an instanced when she's been cold against humans, but rather it's been shown she's rather friendly with them instead.

Remilia's profile in EoSD is basically completely opposite from how she behaved in canon since then. It claims that she's egoistical and doesn't think about others, yet she was pretty much shown to be one of the most friendly and helpful touhous in the canon works after EoSD. A good example are the goblins where even Reimu would have just killed them off, but Remilia gave them work and a place to live.

I think the idea is that she does a lot of things due to reasons of etiquette and appearance, instead of selfless acts. I'm not sure I can think of something she did that put her in a worse position. She has the capabilities to show such hospitality. On the other hand, she did start a ruckus when she came to gensokyo and the scarlet mist incident. So at the time of EoSD she could very well be described as egoistical, but afterwards decided to not do such things anymore (most likely because she doesn't want Reimu to fuck up her shit again). Also her character expanding with more material added by ZUN. Egoistical doesn't need to mean you do a lot of stuff that helps you and hurts others, but instead that you only do things that benefit you, which can be simply helping other cause it gives you the feel that you acted upon your status and a sense of superiority. Maybe a good similarity is the philosophy of Kant that one can only act truly morally good, by doing good deeds for the sake of doing good deeds and not because one would receive something in return. Of course most people act good because they want something in return. So the idea could be that she does whatever she wants and finds interesting, within the limits of not being disadvantageous or too strainous on her ressources or reputation. Also the idea of a kind ruler be more popular and liked than a cruel one.
I hope this makes some kind of sense.

I'm also pretty sure it was mentioned more than once that the tea and pastries Remilia and Flandre drink/eat contains human blood. So even if Remilia is a light eater, i imagine the procedure required to extract enough blood for both her and her sister is quite lethal.

So while Sakuya killing people is technically a maybe, i don't really see any likely alternatives.
