"All characters depicted are over the age of 18" is for the American/Western porno market. There were already laws that said a minor could not give legal consent to perform in a pornographic film, but it wasn't until the Traci Lords scandal that lawsuits and government crackdown forced them to register all participants and certify with warnings that their ages as being 18+.

However, there is no real need to do this for hentai games. It is already illegal to molest a child, or to show porn to a child... so who exactly does the lolicon hentai harm?
