Everyone working together for the Human Village stops major faction fights breaking out. As Aya says, they'd be outrage if someone broke the agreement.
Think of it like SA or SWR. Something goes down. All the factions interested goes and investigates. The human village is just a way so we don't get Tengus/Kappas having Gundam sky battles.
