It would be nice to see ZUN add a final fourth heroine to function as Marisa's foil (so Sanae can be Reimu's foil even more strongly), but that doesn't leave room for extra fun characters like Reisen in LoLK or Youmu in TD, unless ZUN wants to go all-out and make an STG with five or even six playable characters (even IN only has four teams; I don't count the solo versions as true playable characters since they're reused from the main teams).
