Neither of these are kigurumi because the mask style is different. Kigurumi needs to be a hard mask, usually made of FRP. Those masks are 'realistic' rubber/latex masks. Those are 'female maskers' not kigurumi.

I would say it needs to have the correct "features" to conform with what is accepted in these threads. The most important being the "Anime Face" which means exaggerated eyes are a must. The material the mask is made of doesn't come into play. It's the end result.
